The Romanian-U.S. Fulbright Commission is
pleased to announce the 2023-2024 Hubert H. Humphrey Fellowship competition for
mid-career professionals who have a proven track record of leadership, a public
service commitment, and the capacity to take full advantage of a self-defined
program of independent non-degree study at a leading U.S. university.
Fellowships are granted competitively to professional candidates with a
commitment to public service in either the public or private sector. The
program awards a certificate from the U.S. Government and is not designed to
deliver an advanced degree.
Applicants must have:

Romanian
citizenship; green card holders and persons with dual (Romanian and U.S.)
citizenship are ineligible;

at
least a Bachelor’s degree;

a
minimum of five years of full-time professional experience (prior to August
2023) after completing a university degree;
-
demonstrated
leadership qualities and a record of public service;
-
demonstrated
English language proficiency (an English language test is not compulsory at
this stage of the competition; a TOEFL score will be required to all
competition finalists by November 1, 2022);
- limited prior experience in the U.S.
